Nelley has health problems and could seem disoriented, and investigators have reason to fear for his health and safety, the police said.

Nelley is white, speaks French and has brown and grey hair that’s balding. He’s missing some upper teeth and his right shoulder droops. He’s 5-foot-9 and weighs 155 pounds.

Nelley was wearing a white coat with mauve and blue designs on it. He may be wearing a Yankees or a Blue Jays cap, white sneakers and blue pants.
